An eight-story building constructed in 1957 in the Sannomiya area, City Hall overlooks the port of Kobe. The flower clock with a diameter of 6.5 meters was presented by the Kobe Flower Society to commemorate the new building. Behind the clock is the totem pole sent by Seattle, Kobe's sister-city.
