About the procedures to receive the special cash payment

. Eligibility and disbursement

Foreign residents are eligible if they are listed on the Kobe City Basic Resident Register as of April 27, 2020. The head of each household will receive the special cash payments for everyone in the household who qualifies.

  • If you and/or members of your family are taking shelter from domestic violence

If you and/or members of your family live at a different address from that listed on your resident register and were unable to change your registration by April 27, 2020 because you were a victim of domestic violence, you can still receive the special cash payment by following the appropriate procedures.
How to apply if you are a victim of domestic violence (Japanese language only)

  • Information for foreign nationals who had changed their residence status, period of stay, etc.

(1) Those who had changed their residence status or period of stay and were thus removed from the Basic Resident Register prior to April 27, 2020, may be eligible to receive the special cash payment if they contact the Kobe City Special Cash Payment Call Center at 078-771-7493 and inform the municipal government that they would like to receive this payment, provided that they had changed their residence status or period of stay after April 27, 2020 and were once again listed on the Basic Resident Register. Those eligible applicants who have contacted the call center will receive an application form for all members of their household listed on the Basic Resident Register, which will be sent by the municipal government to the head of their household.

(2) In order to verify that the applicant and other members of their household were listed on the Basic Resident Register prior to the date this program went into effect, you will be asked to produce your previous residence card(s) that you received from your local office of the Immigration Services Agency after they had been cancelled by perforation, or a Certificate of Removal from the Basic Resident Register issued by the last municipality in which you resided prior to the date this program went into effect.

*Please note that starting May 21, 2020 current and previous mid-to-long-term residents who could not return to their home countries due to the effects of the novel coronavirus disease may change their residence status to “Designated Activities (6 Months),” and those who receive this status will be listed on the Basic Resident Register. For more information, please contact your local office of the Immigration Services Agency (Kobe District Immigration Office of the Osaka Regional Immigration Bureau: 078-391-6378).

. How to apply for the cash payment

You must apply in order to receive the special cash payment. Applications will be accepted online and via mail.
Please note that in order to prevent the spread of the novel coronavirus infection, applications will not be accepted in person at the city hall or the ward offices.
The application deadline is Tuesday, August 18, 2020.

Online application
  • Online applications opened on May 1, 2020, 10:00 am.
  • In order to apply online, the head of each household will need an Individual Number Card that has their electronic certificate* set up.
    *An electronic certificate for the bearer’s signature, which contains 6 – 16 alphanumeric characters.
    **Please note that issuance of new Individual Number Cards takes approximately 2 months from the time of application. Applying for the cash payment by mail is likely to be faster than applying to receive your Individual Number Card.
  • At this time, those applying online and using the mail-in forms are expected to receive this payment within the same time frame. Therefore, in order to prevent the spread of the novel coronavirus infection, we ask you to refrain, if possible, from coming to ward offices to reset your Individual Number Card PIN code or carry out other similar procedures, and use the mail-in form instead.
  • To apply online, make sure you have a supported smartphone or another card-reading device* ready and follow the instructions at the link below.
    *Please refer to the MynaPortal FAQ Page (external link / Japanese only) to confirm whether your smartphone is supported. If you do not have a supported smartphone or card reader, please apply via mail instead. Please also note that MynaPortal terminals available at the ward offices may not be used at this time.
  • A confirmation email will be sent the email address that you entered on your application. Please make sure to set your email settings to allow emails from the domain “@mail.oss.myna.go.jp”.
    **If you have applied for this payment online, you do not need to send in your mail-in form, but please keep it on hand until you have received the special cash payment.

Mail-in application
  • Application documents and instructions will be sent to every head of household
    *The documents were mailed between Thursday, May 14 and Wednesday, May 20. If for some reason you did not receive your application documents by May 25, please contact the Kobe City Special Cash Payment Call Center (see below). After confirming your identity, the application documents will be mailed to the address you provide.
  • After filling out the required information, please attach to the back of the application form a copy of personal identification* and a copy of a document to verify the payment transfer account**, then mail them via the enclosed reply envelope.
    *Personal identification: driver’s license, health insurance card, passport, etc.
    **Document to verify payment transfer account: bankbook, ATM cash card, etc.
  • Make sure to keep a record of your application number (provided in the top-right corner of your mail-in application form) as you may be asked to provide it when making inquiries about payment status and other issues.
  • Please note that applications will not be accepted at the ward offices or other municipal service desks.

How to apply using the mail-in application form
  1. You will receive an envelope from the Kobe City Government
  2. Fill out the application form, then attach a copy of your personal identification and a copy of a document verifying the payment transfer account to the back of the form

  3. Make a record of your ten-digit application number, provided in the top-right corner of your mail-in form
  4. Put your application in the enclosed reply envelope and drop it in a mailbox
  5. The special cash payment will be sent to the bank account specified in the application

. Disbursement method & dates

  • The cash payment will be transferred to the bank account specified in the application.
    *If you do not have a bank account, you can designate a proxy, for instance another member of your household, to receive this payment in your stead.
    **If you have no other way to receive this payment but in person, please indicate this on your application before submitting it by mail.
  • Disbursements for online applications began on May 18, and disbursements for mail-in applications began on May 28. Over 40,000 cash payments will be disbursed each day between June 10 and June 29, and more bank transfers will be conducted at a similar rate afterwards. Except for applications that are missing necessary documents or otherwise require additional verification*, cash payments will be disbursed within approximately one month after you have submitted your application.

As there are approximately 760,000 households in the city, please understand that even if you apply for this payment early, it may still take some time before you receive it.

*Applications that require additional verification include changes in an individual’s Resident Registration, changes in the household, errors with the depositing account, and damaged or missing documents. Please note that it may take some time to verify the information in your application, and we are sorry for any inconvenience this may cause.

**Please note that if you opt to receive this payment in person, you will need to go to a designated service counter near city hall (Sannomiya area). More details will be provided directly to those who choose this option sometime in July or later.

5. If you have not received your mail-in application form by Monday, May 25

Your mail-in application form will be sent to the address listed under your name on the Basic Resident Register as of the day this program went into effect (April 27, 2020). If you have moved, changed your residence status or carried out another similar procedure after this date and because of that have not received your mail-in application form by Monday, May 25, please contact the Kobe City Special Cash Payment Call Center at the number provided below. A representative will confirm your identity and send the mail-in application form to the address you specify.

6. Regarding the suspension of payment decision notices

The information pamphlet enclosed with your mail-in application form mentions that you will be notified about the decision granted in regard to your application. However, in order to alleviate the administrative burden and ensure that everyone can receive this payment as soon as possible, it has been decided that we will not be sending out any payment decision notices.In order to verify the payment status, please check your bank account. This payment will be listed as “Kobe City Special Payment” (コウヘ゛シトクヘ゛ツキユウフ).

Regarding checking your application status online

We have begun operation of a service that allows everyone to check the status of their application using the ten-digit application number (申請者番号) provided in the top-right corner of the mail-in form. The service can be accessed online via computer or smartphone. When you input your application number, the system will show one of four status types: Under Review (審査中), Preparing for Remittance (振込手続き中), Remittance Complete (振込済み), and On Hold (保留中). Please check your application status online instead of calling the Call Center, as high call volumes may make it difficult to connect by phone.

  • Those who submitted their application online can check their status using the application number indicated on their mail-in application documents.
  • If you do not know your application number, please contact the Call Center (078-771-7493).
Regarding checking your application status via phone (automated response system, Japanese only)

We have begun operation of an automated service that allows those who do not have access to a computer or smartphone to check their application status by phone. Anyone can call the number, then input their ten-digit application number followed by the # sign. The automated response system will report one of four statuses for applications that have been received by the staff: Under Review (審査中), Preparing for Remittance (振込手続き中), Remittance Complete (振込済み), and On Hold (保留中).

Beware of scams related to the special cash payment program!

The Kobe City Government or ward offices will never, under any circumstances, ask you to use an ATM or wire a transaction fee in order to receive the special cash payment.
